Agua Hedionda Lagoon (Legal) Access

Does anyone know the rules for Agua Hedionda Lagoon? I have read and reread what I can find and cannot figure it out. I am wondering about the part of the lagoon between the train tracks and I-5. There is a trail that has a sign that says no lagoon access. People beach kayaks right there all the time and some people walk their kayaks down that trail to launch.

I want to know where I can find if it is legal to walk down from near the train tracks to get to the western shore of the middle part of the lagoon.

There's no legal access between the railroad and the freeway as far as I know.

You can shore fish the outer lagoon (West of the railroad tracks. .

If you have a kayak you can launch here:

The far eastern part of the lagoon is a reserve...no fishing.

I have accessed that area with a Float Tube from Harbor Drive. It is a Cul de Sac and there is a switchback trail down to a Sand Beach you can launch clean at high tide and a bit muddy at lower tide
