Cesar Chavez Park launch

Anyone launch a float tube or kayak from this park? On Goggle Maps, it looks like there is a short section of beach. Any 3 hour parking limit signs?

Last time I looked there in person there was a fence separating the grass from the mud beach. Boats and barges almost completely blocked the space between Pier 18 and Pier 19 (the Cesar Chavez public pier - no fishing allowed). Even if you could access the water the work going on would have made kicking out hazardous. And yes there were 3 hour parking limit signs.
