Sounds like the consensus is out on Mission Beach. It’s just stays flat most of the time.
With that said, what beaches within the SD area are best to fish? Of course, excluding the MLPA beaches and areas.

I really like this post. I wanted to get my son into fishing and I knew that taking him to freshwater would most likely result in skunk unless use bait. You guys all have a lot more experience fishing SD beaches than I do... Pacific Beach/Mission Beach, Carlsbad and San Onofre are about it for me... Fish the inlets(River mouths) at dead low or high Tide for those elusive Halibut. Use at least a 5 inch white Swimbait to discourage the “Potato Chips”. It’s all about the Tide and the bite window is short most of the time, sometimes it never slows down.

Mammoth Lakes fun!
If you like stripping streamers in shallow water, now's the time up here! I've picked up 42 fish in 2 days, ranging from 12" to 23". I'm fishing the flats in the back of Lake Mary, mostly stripping black leaches with a flashback hares ear trailer. 11 of the fish were between 20"-23" and caught in 2 ...

Hit the surf with the fly rod again in Coronado last weekend , got 5 perch including this tank! Used red surf flies like the crabby patty pattern which was super fun. The water seemed to have some smell too it from the natural Tijuana spring water but I had waders so I was good i hope.

Looks like a lot of work to get there.
Didn't see any poison oak but it's winter time too. I have been along a few streams (while hiking or biking) that are supposed to have wild trout and they have lots of poison oak.
I rolled in poison oak as a kid and ever sense haven't been too bothered ...
