Surf Fishing Help

Recently I felt a random urge to catch sharks from the surf, however I am not the most experienced in surf fishing. I was wondering what the best rigs are (are Sputnik sinkers worth it) , , and how far do you usually cast. It seems like every time I cast it, I can never make it past the break and always lands right where the waves break. Also, is dawn or dusk better? I am thinking of going to Torrey pines state beach or maybe blacks beach with some fresh yfc as bait but if anyone has suggestions please let me know.
