Imagine if...
Lakes:
Moreno. Cuymacca, Sutherland, El Cap, San V, Otay, Hodges, Miramar, Loveland, Barrett, & even Murray were at just 75% full capacity
The city/county would have a safe, plentiful water reserve, the citizens could access & use these areas for recreational purposes, the city would make $, & the quality of life would be better than it is now with the significant decline of this resource.
For those lakes not mentioned, most site wanting to protect the lake from quagga mussels & other negative pollution effects of any kind from private boaters.
Hopefully new leadership can resurrect the lakes in SD.

You may say I'm a dreamer, but I'm not the only one. Hopefully the next mayor will join us. 
hopefully with San V going down the wakeboarders will raise some hell with us
