My complaint reads:
I have been fishing in my float tube from Bayside park for years and never once saw all the parking spaces taken. Yesterday there were signs limiting parking to 3 hours. 3 hours is not enough time for a good fishing session, I am usually out for 5-8 hours. Float tubers use the tide to move out and back so we need at least a tide swing (>6 hours) otherwise we spend a lot of time kicking against the tide. And it is not just float tubers, even a child's birthday party can take over 3 hours.
This seems like an effort to restrict the use of the park to the expensive hotel guests and not the citizens of San Diego area.
When can you remove the signs and return the use of the park to San Diego area residents?

Meanwhile areas like Ventura Point have become permanent homeless parking lots, with most parking taken up by full time residents.
