Double the trouble

While there’s been no confirmation on what’s the real status of the double tickets fiasco?
Totally hypothetical for now, let’s say someone sells their double ticket.
Then assume the City or TM cancels the one ticket and offers a full refund (as they should), who’s the rightful person trying to get thru the gate?
The original seller or the buyer?
Say both show up at the gate, the list shows the original buying ticket holder but the buyer shows up first, I guess the new buyer gets in or both?
But what if one ticket gets cancelled, is it first come first served?
Now the person left outside of the gate or finds there’s no more boats left to jump on.
I think there’s only 15 new boats but if they have the spare backup’s are they going to be used or trustworthy (not sure the engines have been served or worked on or just not even on them but they have oars haha.
Again kind of a the chicken and egg mystery in a twisted way. Just debating with others after a few brews.
The other issue is the monies the buyer put out. Hopefully the seller will give it back but you never know.
$185 is nice sum of cash for a nothing ticket.
