So, my understanding is that we are currently experiencing a "neap" tide, with minimal gaps between high and low tides, and therefore, there is little need for water movement for good surf fishing, especially when trying to catch halibut from the surf. What does it mean to you for shore fishing the ocean?
Is it time to get out on a jetty until bigger tide changes are back?

Perch are going to perch.
Halibut and other fish. They don't "cruise" as much if at all. They stack up more. I like to find inlets and sources of water movement. For example I'll be heading to Solana beach if my Friday fishing works this week.

Tldr: cast til you find them then spend extra time where you catch. Look for spots with non-tidal water movement.

Disclaimer most of my experience comes from other coasts. Still working on the nuance of the left coast.
