Boat expenses or cost splits

I’m trying to figure out what’s the most equitable and fair way to split the cost of the boat with others? In this case, let’s say three persons on a boat.
The boat is approx $123.00 with the TM fees included. Two passengers lake fee is $30 a head (or $60 for two) but the $30 lake fee is included in the TM’s $123. So should the split be $41 per person plus the two guests pay the $30 each?
(A). Ticket buyer: $41
Guest 1: $41 plus $30 = $71
Guest 2: $41 plus $30 = $71
(B). Or is it $123 plus the $60 = $183 / 3 = $61 a person m
Math wasn’t my strongest point in school.
