Stripers spawn in moving freshwater about this time of year. We would have more of them if we had flowing water into the bays. That one might have originated further north, migrated south and was looking for freshwater to spawn in.
Some states have striped bass hatcheries. It would be very exciting if we did that here and released fingerlings into San Diego and Mission Bay. They would migrate to the surf areas too.

I believe that was tried back in the 70s or 80s. They planted catchable size stripers in the flood control channel at Mission Bay. I remember seeing people lining the channel throwing giant treble hooks (M.L. type)and snagging all the stripers! That was the end of that experiment! I imagine some of those fish managed to make it out to the ocean.
