Please give the PUD City Lakes Recreation Program EXEMPT status from any 2025 budget cuts.
We encourage the city to invest MORE in these reservoirs for the tremendous economic impact recreation brings to the city/county. We also encourage the County to provide funding.
Specifically, more "betterment" funding allocated to the San Diego City Lakes Operation. More days open, marina, road, docks, facilities improvements and expanding recreation is what thousands of San Diegans that use these Lakes want. The current budget includes millions in capital improvement program funding for parks and enhancements to recreation for San Diegans and visitors. What about the Lakes?
The city increased the fishing permit and boating fees to access the lakes....where does that money go? Lack of funding, lack of "betterment" projects, lack of staff, limited days open, closures and cuts economically affect many community businesses and commerce supporting the region. The San Diego City Lakes are an important part of San Diego County local communities and businesses. The additional investment can actually result in more revenue for the City and local Businesses.
Budget funding for the San Diego City Lakes Program is LONG OVERDUE. We are trying to grow this program through events and more youth fishing. Please give the PUD City Lakes Recreation Program EXEMPT status from any 2025 budget cuts. The City Lakes Recreation Program desperately needs MORE funding in the 2025 BUDGET and no more cuts or closures.

Throughout the Budget Review Committee hearings, Public Comment will be heard during each subitem. Non-Agenda Public Comment will be heard during the 6:00 p.m. hearing on May 1, 2024. Members of the public wishing to give comment on any departments not specifically listed on the agenda for a formal presentation may provide their comments at the 6:00 p.m. meeting on May 1, 2024, or under the Subitem-U: Additional Departments on May 7, 2024. Additional Public Comment instructions may be found at the end of the agenda.

In lieu of in-person attendance, members of the public may participate and provide comment via telephone, using the Budget Review Committee webform, email submission or via U.S. Mail of written materials, as follows:

How To Speak To A Particular Item or during Non-Agenda Public Comment:
In Person
Please fill out a speaker slip located at the entrance to Council Chambers. Indicate the subitem you wish to speak on as well as other requested information. Then submit it to the Committee Consultant at the box indicated near the speaker's lectern at the front of the room. Non-Agenda Public Comment speakers may not allocate their time to other speakers.

Each speaker may speak up to three minutes per subitem, subject to the Chair's determination of the time available for meeting management purposes, in addition to any time ceded by other members of the public who are present at the meeting and have submitted a speaker slip ceding them time. These speaker slips should be submitted together at one time to Council Administration. The Chair may also limit organized group presentations of five or more persons to 15 minutes or less.

Virtual Public Comment on Agenda Items
Members of the public may participate virtually (by telephone or internet streaming) as indicated below. Speakers who wish to provide virtual public comment must enter the virtual queue by raising their virtual hands before the queue closes. The queue will close when the last virtual speaker finishes speaking or five minutes after in-person testimony ends, whichever happens first.

Each speaker may speak up to three minutes, subject to the Chair's determination of the time available for meeting management purposes. Speakers participating virtually may not allocate their time to other speakers and may not share video or visual aids (i.e. pdf, ppt, docs) during their comment period.

When the Chair introduces the subitem you would like to comment on (or indicates it is time for Non-Agenda Public Comment), raise your hand by either tapping the "Raise Your Hand" button on your computer, tablet, or Smartphone, or by dialing *9 on your phone. You will be taken in the order in which you raised your hand. You may only speak once on a particular item.
When the Committee Consultant indicates it is your turn to speak, unmute your phone by tapping the Unmute button on your computer, tablet or Smartphone, or dial *6 on your phone.

Written Comment through Webform:
Comment on Agenda Items may be submitted using the webform indicating the agenda item number for which you wish to submit your comment. Comments received by the start of the meeting will be distributed to the Committee Members and posted online with the meeting materials. All webform comments are limited to 200 words. Comments received after the start of the meeting but before the item is called will be submitted into the written record for the relevant item.

Written Materials. If you wish to submit written materials for submission into the record or have an attachment to your comment, you may email it to CouncilCommittee@sandiego.gov or submit via U.S. Mail 202 C Street, MS3A San Diego, CA 92101. Materials submitted via e-mail will be distributed to the Committee Members in accordance with the deadlines described above.
